Unable to Un-install DataTools
I installed the Trial version of DataTools for evaluation. I was never able to get it to successfully replicate data from my Salesforce Org to my Oracle 10 environment. I have tried to un-install the DataTools using both the Un-Install.exe included in the product and Windows-XP Program Removal.
Every time I start my PC I am barraged by pop-ups for DataRep Install Tools.

DataTools does not do data replication. For data replication projects, you would want to take a look at Pervasive Data Integrator (http://www.pervasiveintegration.com/Pages/home.aspx) and/or Pervasive DataRep (http://pervasivedatasolutions.com/home/Products/datarep-salesforce-odbc-...).
Based on your statement about "DataRep Install Tools", it sounds as if you may have tried to install and run more than one of the Pervasive data migration, integration, synchronization, or replication products on the same workstation. Unfortunately -- and due to Windows registry issues -- only one of Pervasive's data integration products can be installed and run on a workstation. In order to successfully un-install DataTools, Data Integrator, and/or DataRep, you will probably need to un-install the "last" of those products that you installed first. Then you can try to run the Add/Remove Programs utility to see if the other product(s) will also un-install.
After running the Add/Remove Programs to get one of the Pervasive data products un-installed, you will probably need to manually delete the folders and files of the other product(s). I followed all of the steps outlined above, and was unable to locate anything in either the Add/Remove Programs utility, or the C:\Programs folders.

DataTools HowTo: Resolve Installation Problems
...as a guideline for locating and manually deleting the Pervasive data migration/integration/replication products and their respective installation folders from your workstation.
After deleting all of these files/folder, if you still have Windows Start Menu items that point to these products, you will want to delete them, also.

I have tried all of the steps listed above but I am still getting slammed with Windows Installer Pop-Ups for the Pervasive DataTools Connector (32-bit) every time I start my laptop.

First, I am going to assume you used the Windows "Add or Remove Programs" (XP) or "Programs and Features" (32-bit Vista) to uninstall DataTools.
After un-installing DataTools, did the listing for DataTools still appear in the "Add or Remove Programs" or in the "Programs and Features" window? If so, it is possible that one of the DataTools products or the DataTools Launcher had not closed properly and therefore was not able to uninstall cleanly.
Follow steps 3 through 9 in the "Un-install..." section on this page of the DataTools web site to delete all of the files and folders that were created after the initial installation (and therefore are not uninstalled automatically). Here's the page URL:

Yes, I have already done Windows XP Add-Remove Programs, and steps 3-9 of the Un-Install directions. I have also done a Folder/File search on Data, Tool, Datatool, Connect, and cannot locate any remaining files or folders on my workstation, but I am still geting 5-10 pop-up installs for DataTools Connector (32 bit) every time that I start my workstation.

The next alternative is to clean your Windows Registry. However, you should perform this procedure ONLY if you are an advanced computer user. Otherwise, please contact your IT department or other IT professional to clean the Windows Registry on your workstation. All references to Pervasive DataTools should be deleted from the Registry.

I was finally able to do it using the Windows Installer Clean-Up Tool from Microsoft Support
