Configuration changes on computer

Since I made some configuration changes on my computer, the Data Tools Launcher can find my license files, but keeps giving me an "Error 70" permission denied or something like that. I have changed the permissions on the folder, etc. and it didn't work. Then I tried to move it to another folder and got "Error 76" path not found. Then I changed the location of the license file from the Launcher and now am back to getting the "Error 70" permission denied item. I was the one who installed this program on this computer and it was working fine for several months. I did make some configuration changes recently to this machine but can't figure out why this is causing a problem. Thanks!
