Resolve Problems Accessing License Files

If you experience the following error message after starting the DataTools Launcher and entering your userid and password, follow the steps below.

Error: Failed opening socket for address:64.132.13.11:443 (WSAErrorCode=10061). This error is caused by an inability to connect to the Pervasive license web service. An active internet connection is required. If you have internet access, please check your firewall settings.

The most likely cause of this error is Windows Firewall because it is automatically installed on all Windows workstation versions, from XP SP2 and above. Most workstation firewalls will block all applications from opening connections unless explicit permission is granted. Here are the steps to add the DataTools Launcher to the Windows Firewall exception list:

  1. Close the DataTools Launcher.
  2. In the Windows Control Panel, open Windows Firewall.
  3. On the Exceptions tab, click the Add Program button.
  4. In the Add Program list, select DataTools if it appears in the list, OR
  5. If DataTools does not appear in the list, click the Browse button and navigate to the following folder and EXE file (assuming you installed DataTools to the default location):

    C:\Program Files\Pervasive\DataTools\Common800\LicenseManager.exe

  6. Click OK to close the Add Program list.
  7. Click OK to close the Windows Firewall window.

After adding the DataTools Launcher to the Windows Firewall Exceptions list, start the Launcher and see if it can now access the web service and your license file(s).
