Err: 429, ActiveX component can't create object. Open_Map_Designer (X_LicMgr.bas)

Got this error when trying to open Data Parser for MicroFocus in DataTools Launcher. How can I solve this?

get error on XP system

I initially installed on a Vista 64 bit, the license worked however, I realized system does not meet spec, so uninstalled. I then installed on XP based system, now I get this ActiveX component error. I already used the free trial license associated with my username on Vista 64 bit system can I reuse licence on XP, or do you need to provide a new license. User name is amufti. Could the license be causing this error.

Yes, just log into the DataTools web site from the WinXP workstation, download the installation EXE file, and install DataTools.

I've got java installed and the paths are correct. This is very frustrating. Going on 2 hours to install.

My machine is within specs.
